Phase three of the Mt. Storm to Valley 500kV transmission line project was an 18-mile wreck and rebuild project through rugged terrain in the mountains of Virginia. Line upgrades were necessary to increase line capacity to meet growing power demand in the region.

More than 60 miles of access roads had to be constructed to reach all the tower locations. The L.E. Myers Co. oversaw the access construction and performed all line construction under strict environmental requirements. Their work included replacing 71 FLT series towers built with COR-TEN steel with 5C structures and wire pulls between 1,000 and 4,000 feet long.

Part of the first 500kV loop ever built in North America, the line runs through the George Washington National Forest and required coordination with the National Forest Service and Virginia and West Virginia environmental agencies.
